Yes, Apex Professional University is a statutory university established by the Government of Arunachal Pradesh and recognised by the University Grants Commission (UGC) under Section 2(f) of the UGC Act, 1956.

Further, the UGC has clarified that all statutory universities established under a Central, State, or Private Act are empowered to register students as private (external) candidates, in accordance with the norms, regulations, and academic ordinances prescribed by the university.

Accordingly, Apex Professional University, being a statutory university, is vested with the legal authority to admit and examine private (external) candidates as per section 5(36) of the APU Act, 2012, and APU Regulation duly notified by the Government of Arunachal Pradesh in the Official Gazette.

The terms "external (private) student" and "distance education student" may sound similar, but they refer to different modes of study. Here's a clear distinction:

External (Private) Student: A student who enrolls in a university just to appear for exams, without attending regular classes, either online or offline. Students typically prepare through self-study or private coaching. APU refers to these students as "private candidates". 

Distance Education Student: A student who formally enrolls in a university offering distance learning and receives instructional support through online/offline materials, virtual classes, or printed modules. Students may participate in either contact classes or online lectures. Students are required to complete assignments and participate in internal assessments.

To enroll as Private Students at APU, the eligibility criteria are as follows: For Undergraduate Programs, candidates must have successfully completed the (10+2) examination from a recognised state board, CBSE, NIOS, or ICSE. For Postgraduate Programs, applicants must hold a bachelor’s degree of at least three (3) years' duration in any discipline from a UGC-recognised university.

External (Private) students are provided with a range of support services to ensure a smooth learning experience. These include access to a learning resource with recorded lectures, study materials, and assignments; a digital library; academic support through faculty interactions and discussion forums; exam support via online proctored or on-demand exams; administrative assistance for enrolment, fee payments, and documentation; and career guidance services such as placement support and alumni networking. These services help external students balance their studies with personal and professional commitments.

Assessment methods may differ by program but generally consist of quizzes, assignments, and projects. Examinations are conducted via a remote online proctoring system, allowing students to take them from any location.
